In a world where Omegas belong to their Alpha and need permission for basically everything, Newt's just the kind of accidentally wilful omega that'll end up in 're-education' or permanently force-bonded to someone unpleasant. Theseus is an Alpha and adores Newt to bits so he becomes Newt's Alpha in every way that matters, except for the sex/bonding thing.
Fast forward however many years to the movie, and Theseus has been all too happy to let Newt do what he likes (travelling the world and meeting new creatures, of course) and sending Newt suppressants regularly for his heats, and they just keep in contact with letters and the occasional visit. But now Newt's in actual, legal trouble and everything has to go through his Alpha, but when Theseus arrives he finds out Americans have these old arcane laws about bonding being necessary to declare possession and Newt's being threatened about being forced into one by someone who looks like but isn't acting like Theseus's penpal Graves, and to stop Newt's impending force-bond or execution Theseus and Newt actually have to have sex and 'finalise the bond'.
Bonus for repressed feelings on both sides, plus loads of guilt at wanting it (and enjoying it), or Newt having to reassure Theseus that's it's okay, he agreed to this, Theseus is the best brother/Alpha he ever could have gotten (which doesn't help at all).
