Grindelwald is captured, Graves is found and eventually returns to his position as a Director of Magical security. The good guys won, they get a happily ever after, right? WRONG! Grindelwald wouldn't let Graves, whom he viewed as the main enforcer of all the harmful, oppressing laws wizards suffer, have peace.

During Graves' captivity Grindelwald tortured and raped him, and often shared him with his followers. He recorded it all in great, obscene detail, and now these recordings are sent to everyone Grindelwald and his cronies can think of - to Picquery, to Graves' family, to all the members of MACUSA, to his own aurors, to the newspapers, there are even random copies of the moving photoes stuck to walls of buildings lining places likes the US version of Diagon Alley and the like.
