Graves and Grindelwald are both from prominent pureblood families, who still practice arranged marriages.Before Grindelwald became known as a criminal, their families thought it would be a good idea to marry the two. All the paperwork is drawn up, only neither Graves nor Grindelwald want a spouse unless it's one of their own choice, so both refuse to even meet the other, let alone consummate the marriage. At the time of the film, Grindelwald needs to impersonate a high level MACUSA official, so who better than his husband on paperwork. Only on meeting him, Grindelwald realizes what a catch Graves would be. Graves still doesn't want anything to do with Grindelwald.
Post-film, Grindelwald takes over the country and takes Graves prisoner. Grindelwald doesn't force himself on Graves, but slips in little hints about how, if Graves took his place as Grindelwald's consort, he could influence Grindelwald's decisions and make things better for the people. Eventually, Graves gives in. As a reward, Grindelwald lays Graves down on the bed and worships him, kissing and licking different parts of his body and being nice and gentle until Graves comes.
