Keeping the darkest wizard of the age in prison in their headquarters was a very bad idea. When Grindelwald escapes, instead of running, he takes over the headquarters and forces everyone who won't side with him into the cells. To make sure they realize who's in charge, he bends their Director of Magical Security over a desk and makes them watch as he rapes him.
