(Anonymous) 2016-11-26 05:08 pm (UTC)(link)Sometimes MACUSA staff meetings can get really boring. More than one person lets their mind wander. Queenie ends up sitting near Grindelwald, who is currently fantasizing about Dumbledore.
She had noticed something off about 'Graves', but on hearing his fantasies, thinks he's struggling with realizations of maybe being gay and trying to hide it from his colleagues (early to mid 1900s weren't exactly friendly towards homosexuals). This leads to her trying to subtly convey that she understands what he's going through without betraying that she read his mind.
Of course Grindelwald thinks that when she says something like, "Some people just don't understand that being different is nothing to be ashamed for." and gives him a pointed look, she's somehow figured out his disguise and means that she supports his agenda.
