Not many people know what Grindelwald did, and it's in the best interests of the government to keep it hush-hush, so few people know that Graves was kidnapped and impersonated, etc.

So when he goes back to work (possibly demoted? because he's still recovering) with pretty bad PTSD, there are a lot of rumors. It doesn't take long for the rumors (about his culpability, his competency as an auror,...) to grow and the harassment to start. It escalates to abuse and gets out of hand. Someone (Tina, Queenie, Thesseus, Newt...) steps in before Graves has a total breakdown, and comforts/defends him.

bonus:
* Graves' hesitant to fight back physically because he's afraid everyone will take his harassers' side, and unable to fight back verbally because Graves stole his self-confidence and self-worth
* People calling Graves 'traitor' and 'slut' under their breath, and Grindelwald having messed with Graves' head so much that he starts to believe them
* Something a harasser at work does triggers a panic attack/flashback of his time with Grindelwald
